Page Plus Cellular http://www.pagepluscellular.com/ has “Talk N Text” Plan that offers you 1,500 voice minutes plus 1,500 text messages for only $39.95. It’s prepaid, so no high taxes.
Page Plus uses Verizon network, so you get decent coverage. You can get pretty much any Verizon phone activated via e-b-a-y sellers for as little as $1.25.
I’ve been with them for 2+ years on a standard prepaid account & have had no problems.
